Hertfordshire County Council designates Watford to be a major sub-regional centre and has become an urban district.
Harrow forms a commercial hub that includes the two great shopping centres (St Georges and St Ann’s Centre) with Cinema and parades of shops throughout the Station Road.
Transport has never been an issue, been serving London Underground, London Overground and National Rail services, which include: Metropolitan line & Aylesbury line, Chiltern Railways from Harrow on the hill and Bakerloo Line, Watford DC line, Northwestern railway and Southern from harrow and Wealdstone. With increasing populations, Harrow has been expanding with three large developments having been completed in the last few years; it now boasts a huge amount of affordable housing and has become famous for families and first-time buyers. Watford Council has introduced licensing, in the rental market, for private residential properties, where a part of the borough is a subject to a designation under the Housing Act 2004.
